What this scheme offers
Home births in remote parts of Arunachal Pradesh carry genuine risk — without a doctor or trained attendant present, complications that would be manageable at a hospital can turn fatal — and infant mortality tracking in the state has long pointed to this as a real, addressable problem. Dulari Kanya Scheme approaches it through incentive rather than mandate: a fixed deposit for a girl child, but only when the birth happens at a recognised institutional facility, giving families a concrete financial reason to choose a hospital delivery. The state cabinet raised the deposit from ₹20,000 to ₹30,000 in February 2025, recognising the original amount hadn't kept pace with the incentive it needed to provide.
