Antyodaya Anna Yojana (AAY)

A distinct ration card for the poorest of the poor — 35 kg of foodgrain per household per month at a steeply subsidised rate, on top of whatever PMGKAY adds free.

What this scheme offers

Within India's below-poverty-line population, there's a smaller group that's poorer still — households with genuinely no stable income at all, not just a low one. AAY exists specifically for them: a distinct ration card category, identified by each state against criteria like landlessness, no regular employment, or a household headed by a widow or person with a disability and no other earner, that gets 35 kg of foodgrain per household per month at a steeply subsidised rate (₹2/kg wheat, ₹3/kg rice as the long-standing central rate) — well above what a standard Priority Household card provides, and on top of whatever PMGKAY adds completely free. The two schemes work together: AAY decides how much subsidised grain a household gets, PMGKAY makes 5 kg per person of it free regardless of which category you hold.

Who is eligible

  • Among the poorest of the poor, per state-specific identification criteria (landless agricultural labourers, marginal farmers, rural artisans, slum dwellers, daily-wage earners with no stable income).
  • Widows, terminally ill persons, or persons with disabilities with no family support, and no other earning member in the household.
  • All Particularly Vulnerable Tribal Group (PVTG) households, regardless of other criteria.
  • Elderly persons (60+) with no means of subsistence and no family support.

Documents required

  • Aadhaar card
  • Existing ration card (for category upgrade) or fresh ration card application
  • Income/landlessness proof or equivalent state-specified documentation
  • Residential proof

How to apply

  1. Apply through your local Food, Civil Supplies and Consumer Affairs office, or your Gram Panchayat/urban ward office, for an AAY category ration card.
  2. If you already hold a standard ration card, apply for category upgrade to AAY rather than a fresh card.
  3. Your eligibility is verified locally against your state's specific AAY identification criteria — this typically involves a local enquiry, not just document submission.
  4. Once approved, your ration card is marked AAY, and you begin receiving 35 kg of foodgrain per month at the AAY subsidised rate, plus the PMGKAY free top-up.
  5. AAY lists are periodically reviewed by states; if your circumstances change, report it to avoid later disputes over your category.
