What this scheme offers
Urban poverty doesn't look like rural poverty — it's a street vendor without working capital, a domestic worker with no safety net, a homeless family with nowhere to be counted. DAY-NULM is NRLM's structural twin built for that different context: self-employment loans up to ₹2 lakh with subsidy for individuals, larger group-enterprise loans for urban SHGs, skill training aligned to urban job markets, and a genuinely distinct component most people don't associate with it — Shelters for Urban Homeless, which provide a place to actually sleep and be registered, something that matters for accessing almost every other scheme that requires an address.
Who is eligible
- Urban poor individual or household, per criteria identified by the Urban Local Body (ULB).
- Street vendors, domestic workers, and other informal urban workers specifically targeted for self-employment and skill-training components.
- Homeless urban residents, for the Shelters for Urban Homeless component, without a separate income test.
Documents required
- Aadhaar card
- Bank account details
- Residential proof (urban domicile) or, for homeless beneficiaries, identification via the shelter/ULB outreach process
How to apply
- Contact your Urban Local Body (municipal corporation/council) or nearest City Livelihood Centre to register interest in NULM's self-employment, skill-training, or SHG programmes.
- For an individual self-employment loan, submit a business proposal along with identity documents through your ULB's NULM cell, which forwards it to a participating bank.
- To join or form an urban SHG, approach your City Livelihood Centre, similar to the rural SHG process under NRLM.
- For skill training, enrol through your ULB's NULM skilling programme, which runs placement-linked courses aligned to local job demand.
- If you are homeless and need shelter, approach your nearest Shelter for Urban Homeless directly, or ask any ULB office/police station to direct you to one — no prior documentation is required to access emergency shelter.
