What this scheme offers
ECHS covers routine and planned healthcare, but it doesn't fully address the kind of acute financial shock that a serious illness, a disabling condition, or a sudden loss of the primary earner can create for an ex-serviceman's family. RMEWF — financed through the Armed Forces Flag Day Fund, built from public contributions collected around Armed Forces Flag Day every December — exists specifically for that gap: grants for treatment of serious diseases, financial assistance to war widows and their dependants, grants for modified scooters for those with 50%+ disability, and education support, distributed through the Kendriya Sainik Board and its state/district Sainik Welfare Boards rather than through a single centralised application.
Who is eligible
- Ex-servicemen (retired from Army, Navy, or Air Force) facing serious illness, disability, or financial hardship.
- War widows and dependants of deceased armed forces personnel.
- Specific grant categories (e.g. modified scooter assistance) require a minimum disability percentage, typically 50% or more.
Documents required
- Ex-serviceman identity card / discharge certificate
- Aadhaar card
- Medical records supporting the specific grant being applied for (illness, disability certificate)
- Income/financial hardship documentation, where relevant to the grant category
How to apply
- Approach your nearest District Sainik Welfare Board or Zila Sainik Board — these exist in most districts and are the first point of contact for RMEWF assistance.
- Submit an application for the specific grant category you need (medical treatment, disability-related assistance, widow support), with supporting medical or financial documents.
- Your Zila Sainik Board verifies the application and forwards it through the state Sainik Board to the Kendriya Sainik Board for sanction.
- Processing time varies by grant category and the completeness of documentation submitted.
- For urgent medical needs, flag the urgency clearly to your Zila Sainik Board, as some categories have provisions for faster processing in genuine emergencies.
