What this scheme offers
Disability support often gets treated as a single, generic pension, which misses how different the actual needs are depending on the person's situation — a family caring for someone with high support needs faces different pressures than a student with a disability trying to stay in school, who faces different pressures again from someone wanting to start their own work. CMST addresses each of these separately: a caregiver allowance and maintenance grant for families supporting a member with high support needs, dedicated scholarships specifically for students with disabilities, and self-employment loans with subsidy — paired with skill training — for disabled persons wanting to work for themselves rather than depend entirely on family support.
