Mukhyamantri Swarojgar Yojana

A self-employment support scheme launched by then-CM Trivendra Singh Rawat on 28 May 2020, specifically aimed at retaining migrants who'd returned to Uttarakhand's hill districts during the COVID-19 lockdown — rather than losing that returning workforce back to cities once travel resumed, the scheme funds local self-employment ventures to give returnees a reason and a means to stay.

What this scheme offers

The COVID-19 lockdown sent a genuine wave of migrants back to Uttarakhand's hill villages, and the practical question that followed was whether they'd stay once travel resumed or simply leave again for the cities they'd come from. Launched on 28 May 2020 by then-CM Trivendra Singh Rawat, Mukhyamantri Swarojgar Yojana was built to answer that with an actual reason to stay: funding for local self-employment ventures, aimed at converting a temporary pandemic-driven return into a lasting economic presence in the hills rather than a pause before re-migration.
