Khadya Sathi (West Bengal Free Ration Scheme)

West Bengal's state food security scheme: free rice and wheat through ration shops by card type, including 5 kg of rice per person on RKSY-I cards — continued by the new government, which is also running a drive to remove ineligible and ghost cards.

What this scheme offers

Khadya Sathi, launched on 27 January 2016, is West Bengal's state food security scheme, run alongside the central National Food Security Act through fair price shops. Under its Rajya Khadya Suraksha Yojana (RKSY) cards, RKSY-I holders get 5 kg of rice per person a month free and RKSY-II holders 2 kg of rice per person free, with rice only and no wheat. Central priority-household cards receive 2 kg of rice and 3 kg of wheat per head from January 2026, free of cost, and Antyodaya cards 35 kg a family. The scheme survived the change of government in May 2026 under the same name. The new government has begun a drive to weed out ineligible and ghost beneficiaries, using the voter-roll deletion list; cardholders flagged keep getting ration while their appeal is pending, provided they upload documents on the portal.

Who is eligible

  • A family holding a valid West Bengal digital ration card — RKSY-I, RKSY-II, priority household (PHH/SPHH) or Antyodaya (AAY).
  • State RKSY cards cover families above the central list who are still poor; central cards follow National Food Security Act criteria.
  • Aadhaar linking of the ration card is mandatory to continue receiving ration.
  • Families flagged in the 2026 clean-up must upload supporting documents and may appeal.

Documents required

  • Digital ration card (e-RC) with the 16-digit Khadya Sathi number
  • Aadhaar card, linked with the ration card and mobile number
  • For a new card: Form 3 with family details, address proof and income details
  • For appeal: documents proving identity and residence, uploaded on the portal

How to apply

  1. For a new card, apply online in Form 3 on the Food & Supplies portal or submit it to the Inspector (Food & Supplies) of your area.
  2. To link Aadhaar and a mobile number, use Form 11; a general-category non-subsidised card uses Form 10.
  3. Collect your monthly ration from your fair price shop; the entitlement depends on your card type.
  4. If your card is marked for cancellation in the 2026 drive, file an appeal on the portal and upload your documents.
  5. Raise complaints about shortages with the area Inspector or the District Controller (Food & Supplies).
