National Handicrafts Development Programme — NHDP

Support for India's handicraft artisans — skill upgradation, design development, marketing access and concessional credit — helping traditional craftwork compete in modern markets.

What this scheme offers

Running since 2017-18 (a continuation of earlier handicraft support schemes), NHDP funds a broad range of artisan support: skill upgradation and design training to modernise traditional techniques and product appeal, technology and infrastructure support at craft clusters, marketing assistance including participation in domestic and international exhibitions and Urban Haats for direct-to-consumer sales, and concessional credit access through schemes like the Artisan Credit Card and MUDRA loans. NHDP works alongside the separately administered National Handloom Development Programme (for weavers specifically) — handicrafts covers non-woven craft traditions like woodwork, metalwork, pottery, stone carving, embroidery-on-finished-goods, and similar trades. The scheme takes a cluster-based approach, organising artisans working in the same craft and geography together for shared infrastructure and collective bargaining power in markets.

Who is eligible

  • Individual handicraft artisans, whether working independently or as part of a cooperative or Self-Help Group.
  • Artisan clusters and craft-based producer companies.
  • Registration with the Development Commissioner (Handicrafts) or a state handicrafts corporation is typically the starting point for accessing support.

Documents required

  • Aadhaar card
  • Bank account details
  • Proof of craft/trade practice

How to apply

  1. Register as an artisan with your State Handicrafts Development Corporation or the office of the Development Commissioner (Handicrafts) in your region.
  2. Apply for an Artisan Card, which is often a prerequisite for accessing training, marketing events, and concessional credit under this and related schemes.
  3. Enquire about active skill-upgradation batches, design workshops, or upcoming exhibitions/Urban Haats in your craft cluster.
  4. For credit needs, ask about the Artisan Credit Card scheme or apply via PM Mudra Yojana or PMEGP (both covered separately on this site), which handicraft artisans commonly use.
  5. Your local Weavers' Service Centre or Handicrafts office can guide you to the nearest active NHDP-supported cluster.
