What this scheme offers
Fishing is genuinely dangerous work — rough seas, long hours offshore, and a livelihood that can disappear with a bad season — and fishing communities often live in settlements that formal housing and infrastructure programmes reach later than most, simply because of where coastal and riverine villages tend to sit relative to administrative centres. This scheme addresses the basics directly: financial assistance toward housing construction for fishermen, community halls for recreation and shared working space, and assistance with drinking-water infrastructure like tube-wells in fishing villages, alongside a group accident insurance component (now largely delivered through PM Matsya Sampada Yojana) covering fishermen and their families against death or disability while at work. It's one of the longest-running schemes on the register, dating to 1992, and continues to operate alongside — not instead of — the broader PMMSY.
Who is eligible
- Fishermen (marine or inland) and their households, particularly in identified fishing villages/settlements.
- Housing assistance typically targets those without an existing pucca house.
- Group accident insurance covers fishermen engaged in active fishing-related work.
Documents required
- Aadhaar card
- Fisherman identity card / registration with the state Fisheries Department
- Residential proof (fishing village/settlement)
- Income certificate, where required for housing assistance prioritisation
How to apply
- Register with your state Fisheries Department as a fisherman if you haven't already — most fisheries welfare benefits route through this registration.
- Apply for housing assistance through your district Fisheries Office or the scheme's state-level nodal office, submitting proof of fishing occupation and lack of existing pucca housing.
- For community infrastructure (community halls, drinking water), these are typically planned at the village/settlement level by the Fisheries Department rather than through individual application — raise gaps with your local Fisheries office or Panchayat.
- For accident insurance coverage, check with your district Fisheries office whether you're already covered under the PMMSY-linked group insurance component, since enrollment is often done in bulk for registered fishermen.
- Keep your fisherman registration renewed and up to date, as it's typically the gateway document for most benefits under this and related fisheries schemes.
