What this scheme offers
Launched in 2018, Samagra Shiksha merges three earlier schemes — Sarva Shiksha Abhiyan (elementary education), Rashtriya Madhyamik Shiksha Abhiyan (secondary education), and Teacher Education — into one continuous framework spanning pre-school through Class 12. It funds school infrastructure (classrooms, toilets, drinking water), free textbooks and uniforms for eligible students, teacher recruitment and training, digital classrooms, Kasturba Gandhi Balika Vidyalayas (residential schools for disadvantaged girls), and support for children with disabilities including stipends and accessible facilities. It's the largest single line item in India's school education budget — ₹42,100 crore for 2026-27, roughly half of the entire Department of School Education and Literacy budget — and is explicitly aligned with implementing the National Education Policy 2020, including the shift to a 5+3+3+4 curricular structure.
As of this writing, the scheme's current implementation cycle runs through 31 March 2026, with its next multi-year continuation pending Cabinet approval — a routine renewal, not a sign the scheme is ending. Confirm current status if relevant to your school.
How this reaches students and families
- Free textbooks and uniforms are typically distributed directly through your child's government or government-aided school — no separate application needed for these.
- Girls, children with disabilities, and children from marginalised communities receive particular focus, including residential school access (KGBVs) and disability-specific stipends and equipment.
- School infrastructure improvements (new classrooms, toilets, drinking water, digital classrooms) are planned and funded at the school/district level through this scheme.
- PM POSHAN (the free school meal programme) and teacher recruitment drives are also funded under this umbrella.
Where to raise questions or seek support
- If your child's school isn't providing free textbooks, uniforms, or other entitlements you believe apply, raise it with the School Management Committee first.
- For infrastructure gaps (toilets, drinking water, classroom shortage), your Block or District Education Office is the right point of contact.
- For a child with a disability who needs specific support or equipment, ask at the school or the District Education Office about the disability-inclusion provisions under this scheme.
