What this scheme offers
MGNREGA has guaranteed rural households 100 days of paid work a year since 2005, but its design leaves out towns and cities entirely — a genuine gap in a state like Kerala with substantial urban population. Named after the social reformer Ayyankali, who campaigned for the rights of Dalit agricultural labourers in early 20th-century Travancore, this scheme extends the same principle to Kerala's urban households: adult members can access guaranteed unskilled manual work on local public projects when they need it.
