What this scheme offers
Not every SC student who gets into a good college in Mumbai, Pune or Nagpur can also get a hostel seat there — government hostels have limited capacity, and private accommodation in a major city is expensive. Swadhar Yojana exists for exactly that gap: instead of a hostel bed, it pays a cash maintenance allowance directly to the student, scaled to how expensive their city actually is — highest for the three metro cities, stepping down through divisional cities and district headquarters, lowest at the taluka level — recognising that a flat national number would be either too little in Mumbai or unnecessarily generous in a small town.
