What this scheme offers
MUKTA fills a gap MGNREGA's rural-only design leaves open: an urban poor household in Odisha — migrant workers and daily-wage labourers especially — can get 100 days of guaranteed paid work a year at ₹288/day on local municipal projects. Launched in 2020 and expanded significantly after COVID-19 to support migrants returning to cities without immediate work, it covers a genuinely wide range of tasks — road repair, drainage cleaning, plantation drives, solid waste management, park maintenance and painting public buildings — with wages reaching workers via DBT within 15 days.
