Odisha State Food Security Scheme (SFSS — 5 kg Free Rice)

Odisha's own food scheme for poor families that fell outside the central NFSA ceiling — 5 kg of free rice per person per month through ration shops, extended to 31 December 2028, covering about 10 lakh people in 3.15 lakh families.

What this scheme offers

The State Food Security Scheme (SFSS) is Odisha's own ration scheme, started because the central National Food Security Act caps how many people Odisha can cover and many poor families were left out. SFSS families receive 5 kg of rice per person per month, free of cost according to the state's December 2023 announcement, through fair price shops with Aadhaar authentication. On 15 December 2023 the government extended the scheme by five years to 31 December 2028, committing ₹1,250 crore of its own funds, or ₹250 crore a year. At that time 9,97,055 people in 3,14,923 families were covered. SFSS has its own ration card, separate from the central priority household and Antyodaya cards. Beneficiaries are identified by the state rather than through an open application.

Who is eligible

  • Poor families identified by the state as outside the central NFSA ceiling and covered by the State Food Security Scheme.
  • Entitlement: 5 kg of rice per person per month, free, according to the 2023 announcement.
  • Families already on a priority household or Antyodaya card under the NFSA are covered by that scheme instead.
  • There is no open application window; ask the food supplies officer whether your family can be added.

  • For an enquiry about inclusion: family details, income proof and the existing ration card, if any
