Vetri Skill Training Scheme (formerly Naan Mudhalvan)

Tamil Nadu's flagship skilling programme for college students.

What this scheme offers

Launched in 2022 as Naan Mudhalvan ('I am the first'), this programme builds job skills into the college years rather than leaving them for after graduation: industry-designed courses, certifications, internships, career counselling and, for some students, international training. By the 2026 interim budget it had issued over 48 lakh skill certificates. The August 2026 budget renamed it the Vetri Skill Training Scheme and set a target of skilling 12 lakh college students and 1 lakh unemployed youth, with 20,000 internships in the first phase and ₹150 crore allocated.
