File No. SS-UP-BIZ-001 · Uttar Pradesh State Scheme · MSME Department, Government of Uttar Pradesh

Mukhyamantri Yuva Udyami Vikas Abhiyan (MYUVA)

Collateral-free, interest-free loans of up to ₹5 lakh for young entrepreneurs in Uttar Pradesh to set up a micro-enterprise, with a second phase of up to ₹10 lakh available after successfully repaying the first loan — targeting 1 lakh youth-led businesses a year.

What this scheme offers

Approved by the UP Cabinet in October 2024, MYUVA targets a specific gap: young people with a workable business idea but no collateral and no credit history to get a bank loan on their own. The scheme gives collateral-free, interest-free loans of up to ₹5 lakh for setting up a micro-enterprise in the industry or service sector. Repay the first loan successfully, and you become eligible for a second, larger round — up to ₹10 lakh, sources suggest with a partial interest subsidy — turning a one-time startup grant into a track record you can build on. The government's own target is ambitious: 1 lakh youth-led micro-enterprises a year, aiming at 10 lakh new jobs over a decade.

Who is eligible

  • Permanent resident of Uttar Pradesh, generally aged 18–40 (some sources specify 21–40 — confirm the current band on the portal).
  • Passed at least Class 8; those who've completed Class 12 (Intermediate) are given preference.
  • No history of bank loan default.
  • Proposing a business in the industry or service sector.

Documents required

  • Aadhaar card
  • Educational qualification certificate
  • Detailed Project Report (DPR) / business plan
  • Bank account details
  • Domicile certificate

How to apply

  1. Apply through the MSME UP portal or the DigiShakti portal, or visit your District Industries and Enterprise Promotion Centre.
  2. Prepare a Detailed Project Report (DPR) outlining your business idea, expected costs, and revenue — this is central to approval, so it's worth getting right rather than rushing.
  3. Submit your application along with the DPR and required documents.
  4. Banks and nodal agencies evaluate the proposal before sanctioning the loan.
  5. On successful repayment of the first loan, you can apply for the second, larger phase of funding.
