Atal Ayushman Uttarakhand Yojana (AAUY)

Cashless health cover of ₹5 lakh a year per family for every permanent resident of Uttarakhand, not just those meeting central Ayushman Bharat's SECC eligibility criteria — the state extended the same PM-JAY benefit package and hospital network to its entire population. Launched 25 December 2018, the number of covered families rose from around 5 lakh under PM-JAY alone to roughly 22.5 lakh once AAUY filled the gap, covering 1,350+ disease types at government hospitals, AIIMS and referred private hospitals.

What this scheme offers

Ayushman Bharat PM-JAY's coverage is based on SECC (Socio-Economic Caste Census) data, which inevitably leaves out some families who are genuinely in need but don't show up on that particular list — a mismatch that's common enough across India that several states have built their own top-up schemes to close it. Uttarakhand's approach, launched 25 December 2018, was to extend the exact same ₹5 lakh benefit package and hospital network to every permanent resident family in the state, regardless of SECC status. The effect was substantial: covered families rose from around 5 lakh under PM-JAY alone to roughly 22.5 lakh once AAUY filled the gap, with over 1,350 disease types covered across government hospitals, AIIMS, and private hospitals accessed via referral (or directly in emergencies).
