What this scheme offers
Bihar took a different path from most states on crop insurance: rather than running the central PMFBY scheme, which requires farmers to pay a premium, it built its own free alternative. Every farmer — whether they own the land or work it as a tenant — is automatically covered each Kharif and Rabi season, with payouts based on assessed yield loss rather than a claim tied to one specific flood or drought event. Compensation runs ₹7,500 per hectare for losses up to 20%, rising to ₹10,000 per hectare beyond that, capped at 2 hectares per farmer, with money going straight to the bank account rather than through any intermediary.
Who is eligible
- Permanent farmer in Bihar — Raiyat (landowner) or non-Raiyat (tenant farmer), both eligible.
- Cultivating a covered crop in the relevant Kharif or Rabi season.
- Registered on the pacsonline.bih.nic.in portal for the season.
- No premium payment required — enrolment itself is free.
Documents required
- Aadhaar card
- Land records (for Raiyat farmers) or tenancy proof (for non-Raiyat farmers)
- Bank account details
- Registered mobile number
How to apply
- Register each season (Kharif or Rabi) separately at pacsonline.bih.nic.in — coverage doesn't automatically carry over between seasons.
- Provide your land or tenancy details and the crop being grown.
- The government assesses yield loss for your area using its own data — you don't need to file an individual damage claim for a specific event.
- Compensation is calculated based on the assessed loss percentage and credited via DBT once the season's assessment is finalised.
- Check application deadlines at the start of each season — they're crop- and season-specific, so don't wait until you hear about a loss to register.
