Delhi Free Electricity Scheme (Zero Bill)

A zero electricity bill for Delhi households using up to 200 units a month, with a 50% subsidy on consumption between 201-400 units.

What this scheme offers

Running since 2015, this is one of Delhi's longest-standing and most widely used welfare schemes — a genuine zero bill for households consuming up to 200 units a month, with a 50% subsidy on consumption between 201-400 units. About 22 lakh households currently pay nothing at all for electricity. It was structured as an opt-in scheme from 2022, meaning residents apply and the subsidy is renewed annually, rather than being automatically applied — and the current BJP government, despite campaign rhetoric about a 'culture of freebies,' has kept the scheme running as part of its commitment not to discontinue existing welfare schemes.

Who is eligible

  • Domestic electricity connection in Delhi.
  • Monthly consumption of 400 units or less to receive any subsidy (full waiver up to 200, 50% subsidy 201-400).
  • Registered/opted in for the subsidy scheme with your discom.

Documents required

  • Electricity connection details (CA number)
  • Aadhaar card, for opt-in registration

How to apply

  1. Register or renew your opt-in for the subsidy scheme through your discom's website (BSES/Tata Power-DDL) or the Delhi government's power subsidy portal.
  2. Confirm your registration each financial year, as the scheme requires periodic renewal.
  3. Check your monthly bill to confirm the subsidy has been applied correctly.
  4. Contact your discom's customer care if your bill doesn't reflect the expected subsidy despite consuming within the qualifying range.
