What this scheme offers
Rather than a single scheme trying to cover every kind of informal work with one set of rules, Kerala runs over 25 separate sector-specific welfare fund boards — for headload workers, toddy tappers, autorickshaw and taxi drivers, coir workers, cashew workers and many more — each designed around that occupation's particular risks and rhythms. A toddy tapper's genuine daily fall risk and a headload worker's back injuries call for different kinds of support, and having occupation-specific boards means the pension, insurance, medical and marriage-assistance benefits can be calibrated to what that specific line of work actually needs rather than a generic average.
