What this scheme offers
A library built specifically for children and adolescents does something a general public library often doesn't quite manage — it signals that reading and access to information are meant for young people specifically, at a scale and format suited to them, rather than treating children as an afterthought in an adult-oriented space. Funded under the central Special Assistance to States for Capital Investment (SASCI) scheme and implemented by Nagaland's Art and Culture Department, these libraries pair physical reading spaces with digital infrastructure, officially launched by CM Neiphiu Rio on Statehood Day, 1 December 2025.
