Zero Poverty P4 — Margadarsi & Bangaru Kutumbam (Andhra Pradesh)

A public-private-people partnership launched on 30 March 2025 in which affluent volunteers (Margadarsi) adopt poor families (Bangaru Kutumbam) found by a state survey — about 19 lakh families are registered; the programme itself pays no government cash.

What this scheme offers

Zero Poverty – P4 stands for Public, Private, People Partnership. Launched on Ugadi, 30 March 2025, under the Swarna Andhra Vision 2047, it asks better-off Telugus — individuals, companies and the diaspora — to volunteer as 'Margadarsi' (guides) and each adopt a poor family, a 'Bangaru Kutumbam' (golden family), giving mentoring, career guidance and financial or other support. Poor families are not chosen by application: the state identified them through a survey, and about 19 lakh families are registered as Bangaru Kutumbam out of roughly 21 lakh found to need help. P4 itself pays no government cash, and families keep every welfare benefit they already receive; the government tracks progress through periodic reviews. The state's stated aim is a poverty-free Andhra Pradesh by 2029, within the longer 2047 vision.

Who is eligible

  • Families: there is no application — the state identifies Bangaru Kutumbam through its needs survey.
  • A listed family can be adopted by a Margadarsi; being listed does not by itself guarantee adoption or any cash.
  • Donors: any individual, company or institution can volunteer as a Margadarsi; the Chief Minister said it is voluntary and no one is to be forced.
  • Existing welfare benefits continue for families under the programme.

Documents required

  • For families: nothing to submit — ask your ward or village secretariat whether your household is listed.
  • For donors: identity and contact details for registration on the P4 app or portal.
  • For institutions: authorisation details of the organisation adopting families.

How to apply

  1. Families: ask your ward or village secretariat whether your household is registered as a Bangaru Kutumbam.
  2. If you need help but are not listed, ask the secretariat how to be included in the survey.
  3. Donors: register as a Margadarsi on the P4 mobile app or portal and choose how many families to support.
  4. Agree with the family you are mapped to the kind of help — education, health, livelihood, housing or finance.
  5. The state reviews progress periodically but does not itself transfer money under P4.
