Rashtriya Krishi Vikas Yojana — RKVY / PM-RKVY

Funds state-designed agriculture projects — infrastructure, crop diversification, soil and water conservation — and, through its RAFTAAR component, direct grants for agri-startups and entrepreneurs.

Note: most RKVY funding flows through state governments as infrastructure and programme support, not as a direct individual application — except for the RAFTAAR agri-entrepreneurship grant route, which individuals and agri-startups can apply for directly.

What this scheme offers

Launched in 2007 and renamed RKVY-RAFTAAR in 2017 (now Pradhan Mantri RKVY since October 2024), the scheme gives states flexibility to design and fund their own agriculture projects based on District and State Agriculture Plans — this can mean irrigation infrastructure, storage and processing facilities, soil health initiatives, livestock and fisheries support, or crop diversification programmes, depending on local priorities. A 2026 policy change lets states re-allocate funds between components without seeking central approval for each sub-scheme, making the programme more responsive to ground realities. Separately, the RAFTAAR (Remunerative Approaches for Agriculture and Allied sector Rejuvenation) component funds agri-business incubation directly — agri-startups and entrepreneurs can apply for grants up to ₹25 lakh to build agri-tech products, processing units, or value-chain businesses.

How individuals and farmers can access this

  • As a farmer: Most RKVY benefits (irrigation, storage, processing infrastructure) reach you indirectly, through projects your state's Agriculture Department implements — approach your local Agriculture Department office to learn what's active in your district.
  • As an agri-entrepreneur or agri-startup: The RAFTAAR agripreneurship component offers direct grants (up to ₹25 lakh) for viable agri-business ideas — this is the route you'd apply to individually.
  • Eligibility and the exact benefit form (loan, subsidy, or material assistance) depend on your state's specific implementation — RKVY is intentionally flexible rather than a single, uniform national programme.

Documents required (for RAFTAAR agripreneur applications)

  • Detailed business plan / project proposal
  • Aadhaar and PAN
  • Bank account details
  • Relevant business registration (Udyam, FPO registration, etc.), where applicable

How to apply

  1. For farmer/infrastructure support: Contact your district's Agriculture Department office (or local self-government) to ask what RKVY-funded projects are currently active or planned in your area.
  2. For an agri-startup grant: Check rkvy.nic.in for the current RAFTAAR agribusiness incubation call, typically routed through Knowledge Partner institutions (agricultural universities and R-ABI centres) running incubation programmes in your region.
  3. Submit your project proposal or business plan through the relevant incubation centre or State Nodal Agency.
  4. Approved projects/grants are disbursed per the funding pattern — 60:40 Centre:State for most states, 90:10 for the North-East and hill states.
