What this scheme offers
Health insurance in India has traditionally been designed around a poverty line — cover the poorest, and assume everyone else either has employer insurance or can absorb the cost. Goa's DDSSY, launched on Statehood Day (30 May) in 2016, rejected that framing entirely: cashless cover for the state's entire resident population, regardless of income, on the reasoning that a single major hospitalisation can wipe out years of savings for a solidly middle-income family just as easily as for a poor one. Coverage has since been raised twice — families of three or fewer now get up to ₹4 lakh a year (up from ₹2.5 lakh), and families of four or more get up to ₹6 lakh (up from ₹4 lakh), across 447 medical procedures at a network of empanelled government and private hospitals both within Goa and outside the state. Government employees are excluded since they're covered under a separate reimbursement mechanism, and OBC (non-creamy layer), SC, ST and differently-abled applicants get a 50% concession on registration and renewal fees.
