Mukhyamantri Sukh Ashray Yojana

Himachal Pradesh formally adopts orphaned and abandoned children as "Children of the State" — full care, education, and ₹1 lakh a year in support once they turn 18 — alongside integrated care for destitute women, the elderly, and persons with disabilities.

What this scheme offers

Approved by the Himachal Pradesh cabinet on 16 February 2023 with an outlay of ₹101 crore, this scheme takes a distinctive approach: it formally designates eligible orphaned or abandoned children as "Bal Ashray Kosh" — children of the state — meaning the government takes on direct responsibility for their upbringing, not just funding a facility they happen to live in. Around 4,000 children have received this status. Existing shelter homes, orphanages and old-age facilities are being revamped and consolidated into integrated complexes built in phases. Once a beneficiary turns 18, they receive ₹1 lakh annually to support coaching (for competitive exams or skill training) or hostel accommodation, helping bridge the transition to independent adult life. Destitute women, senior citizens, and specially-abled individuals are covered under the same scheme's broader care and support framework.

Who is eligible

  • Orphaned or abandoned children, including those currently living with relatives in difficult circumstances.
  • Specially-abled individuals, with a valid disability certificate.
  • Destitute women — widowed, abandoned, or without family support.
  • Senior citizens without adequate care or support.
  • Household monthly income generally must be below ₹25,000, and applicants must be permanent residents of Himachal Pradesh.

Documents required

  • Aadhaar card
  • Identity proof (Voter ID or similar)
  • Residence proof (utility bill or rent agreement)
  • BPL certificate
  • Medical certificate, for disability-related applications
  • Passport-size photograph

How to apply
