Chief Minister-gi Hakshelgi Tengbang — CMHT

Cashless health cover up to ₹2 lakh a year for Manipur's poor and SECC-identified families, at district hospitals, medical colleges and empanelled private hospitals.

What this scheme offers

Launched on 21 January 2018, CMHT is Manipur's dedicated health assurance scheme for households identified through the Socio-Economic Caste Census (SECC). Eligible families receive a health card giving cashless access to secondary and tertiary hospitalisation, up to ₹2 lakh per family per year, at 9 district hospitals (including the 2 medical colleges, RIMS and JNIMS), the Community Health Centre at Wangoi, and other empanelled private hospitals. In case of critical ailments, beneficiaries are also eligible for a daily allowance during hospitalisation. Persons with disabilities are additionally covered under a linked scheme, Chief Minister-gi Shotharabasingi Tengbang (CMST), which provides a caregiver/maintenance allowance, disability scholarships, subsidised self-employment loans with skill training, and free travel concessions.

Who is eligible

  • Manipur families identified as poor under the Socio-Economic Caste Census (SECC).
  • Antyodaya Anna Yojana (AAY) cardholders.
  • Persons with disabilities, and widows, with the relevant certification.
  • Newly added poor families, verified through the local Deputy Commissioner's office, for those not listed in the SECC database.
  • Local media persons and newspaper hawkers are also specifically included.

  • AAY card, disability certificate, or widow-status certificate, as applicable
  • Certificate from the Deputy Commissioner regarding eligible economic status, if not listed in the SECC database

How to apply

  1. Check whether your family appears in the SECC-identified beneficiary list for CMHT — your local health department or Deputy Commissioner's office can confirm this.
  2. If not listed but you believe you're eligible, apply for a Deputy Commissioner's certificate confirming your economic status.
  3. Submit your ration card/Aadhaar and category-specific proof (AAY card, disability or widow certificate) at your district health office.
  4. Once verified, you receive a health card giving cashless access at the scheme's network of hospitals.
  5. Present your health card at any of the 9 district hospitals, RIMS, JNIMS, CHC Wangoi, or an empanelled private hospital for treatment.
