What this scheme offers
Mission Shakti, launched on 8 March 2001, is Odisha's programme for women's empowerment through self-help groups, and the state became the first to give it a department of its own, in 2021. About 70 lakh women belong to roughly six to seven lakh groups across rural and urban areas, and the groups are federated into cluster, panchayat, block and district-level bodies. The central benefit is the Mission Shakti Loan: the state pays the interest on bank loans to SHGs so that the effective rate is zero if they repay promptly. The ceiling has risen over the years — the department's own FAQ still says ₹3 lakh, later announcements said ₹5 lakh and then up to ₹10 lakh — and recent summaries describe up to ₹10 lakh for A-grade groups and ₹5 lakh for B-grade, with no collateral. A scooter scheme gives federation leaders interest-free loans of up to ₹1 lakh for a two-wheeler.
Who is eligible
- Any woman aged 18 to 65 can be a member of a self-help group; an ideal group has 10 to 15 members.
- Groups are affinity-based savings and credit groups that meet regularly, save, lend internally, repay and keep books.
- For the interest-free loan, the SHG takes a bank loan and the state refunds the interest if repayment is prompt.
- The loan limit depends on the group's grade — confirm the current ceiling with the bank and block office.
Documents required
- Group registration and bank account of the SHG
- Members' Aadhaar cards and photographs
- Group's savings and meeting records, which determine its grade
- Loan application to the bank, with the group resolution
How to apply
- Form a group of 10 to 15 women, or join an existing one, through the Anganwadi, the Mission Shakti staff or your block office.
- Hold regular meetings, save monthly and keep proper books; open a bank account in the group's name.
- The group is graded by the bank on its savings, meetings and repayment record.
- Apply to the bank for a loan; if the group repays on time, the state transfers the interest under the Mission Shakti Loan scheme.
- Federation leaders and community staff can ask about the Mission Shakti Scooter Yojana through their federation.
