Chief Minister Rural Housing Scheme — CMRHM

₹3 lakh to turn a kutcha hut into a permanent pucca house — Sikkim's own flagship rural housing mission, running alongside the central PM Awas Yojana-Gramin.

What this scheme offers

Launched on 22 September 2010 with the explicit goal of eliminating kutcha (temporary) housing across the state, CMRHM funds the construction of pucca houses for underprivileged Sikkimese households — each house costs roughly ₹3 lakh and comes with 50 GCI (galvanised corrugated iron) roofing sheets. Around 6,000 pucca houses have been built for beneficiaries under the mission. Payment is released in two stages: ₹50,000 plus the 50 GCI sheets to begin construction, with house-building expected to take about 6 months, followed by the remaining payment on completion. If a beneficiary wants a larger home than the standard 600 sq. ft. allowance, they can expand it at their own additional expense.

Who is eligible

  • Below Poverty Line (BPL) households in rural Sikkim currently living in a kutcha house.
  • Nominees are screened and selected through rural Ward Sabhas — the local village assembly plays a direct role in identifying eligible beneficiaries.
  • Selection also passes through block and district-level screening before final approval.

Documents required

  • Certificate of Identification (COI) / residency proof
  • BPL certificate
  • Aadhaar card
  • Proof of current kutcha housing status
  • Bank account details

How to apply

  1. Raise your housing need at your local rural Ward Sabha meeting — this is the starting point for nomination under this scheme.
  2. If nominated, your case proceeds through block and district-level verification.
  3. Submit your BPL certificate, COI, and current housing status proof as requested during verification.
  4. Once approved, you receive the first installment (₹50,000 plus 50 GCI sheets) to begin construction.
  5. The remaining payment is released after the house is completed, typically within about 6 months of starting.
  6. Check the Rural Management & Development Department's office in your district for your application's current status.
