What this scheme offers
Announced by the Chief Minister on 26 June 2024, MASSY (also called Abua Swasthya Bima Yojana) fills a real gap: many financially unstable Jharkhand households don't appear on the SECC-2011 list that determines PM-JAY eligibility, leaving them without any health insurance safety net at all. MASSY provides free cashless treatment up to ₹15 lakh per family per year — three times PM-JAY's central cover — for hospitalisation, surgery, diagnostics and medicines at empanelled hospitals. It works alongside, not instead of, Jharkhand's existing AB-MMJAY (the state's PM-JAY delivery mechanism, itself merging two earlier state schemes) — so check both your PM-JAY/AB-MMJAY status and your MASSY status separately, since the two run on different portals.
Who is eligible
- Permanent resident of Jharkhand.
- From a financially unstable / economically weaker household.
- Not already receiving benefits under Ayushman Bharat PM-JAY (this scheme specifically targets those excluded from the central scheme).

- Aadhaar card
- Residence proof (Jharkhand)
- Income/economic status proof
- Proof of non-coverage under PM-JAY, where required
How to apply
- Visit bis.jharkhand.gov.in to check your eligibility and register.
- Submit your Aadhaar, residence and income documents for verification.
- Once approved, your Abua Swasthya Card is issued — this is separate from any Ayushman Bharat card you may or may not hold.
- Present your Abua Swasthya Card at any empanelled hospital for cashless treatment on covered procedures.
- If you're unsure whether you're covered under PM-JAY, AB-MMJAY, or MASSY, ask the hospital's Arogya Mitra or patient help desk to check all three systems for you.
