Pashmina Production-Based Incentive Scheme

A 25% cash incentive on Pashmina wool production, paid directly to Ladakh's Changpa nomadic herders — support for a centuries-old livelihood central to the region's high-altitude economy.

What this scheme offers

Announced at the first meeting of the newly formed Ladakh Pashmina Development Board on 5 July 2026, this scheme pays Changpa nomadic herders a 25% production-based cash incentive on their Pashmina wool output, credited via Direct Benefit Transfer. In its first phase, ₹1.10 crore was disbursed to over 1,200 herders, concentrated in the Changthang region's Samad, Kharnak and Korzok villages — among the highest-producing Pashmina areas in Ladakh. The scheme is explicitly designed to raise both quality and quantity: the stated goals are lifting average fibre yield from around 200 grams to at least 350 grams per goat, and growing the Pashmina goat population from roughly 2 lakh to at least 4 lakh within three years, through scientific breeding support. Early results are promising — raw Pashmina collection reached 19 MT by July 2026, already surpassing the entire 16 MT collected in all of 2025.

Who is eligible

  • Changpa nomadic Pashmina goat herders in Ladakh's Changthang region.
  • Herders registered and selling their raw Pashmina production through the recognised collection/procurement system.
  • Villages currently highlighted under the scheme include Samad, Kharnak and Korzok — check with the Pashmina Development Board whether your specific herding community is currently covered, since the scheme is newly launched and may expand coverage over time.

Documents required

  • Aadhaar card, linked to bank account (for DBT)
  • Herder/livestock registration proof, where maintained locally
  • Residence/community proof (Changthang region)

How herders access this incentive

  1. Sell your raw Pashmina production through the recognised collection channel for your village/region.
  2. Ensure your Aadhaar is linked to an active bank account for the DBT payment to process.
  3. The 25% production-based incentive is calculated against your recorded Pashmina output and credited directly to your account.
  4. Attend any awareness or scientific breeding support sessions organised by the Ladakh Pashmina Development Board or the Sheep Husbandry Department, since improving fibre quality and yield is part of the scheme's broader push.
  5. For questions about registration or payment status, contact the Ladakh Pashmina Development Board or your local Sheep Husbandry extension office.
